So I was setting up a dataplan for a friend and we ran into a little snag.

I can't seem to find the area where I'm supposed to input network settings? I was sure it was under settings - general - network, but this screenshot is all I see..

What gives?

Not all carriers show the apn settings
 
So it's carrier based? But I have an iPhone 4 and the same carrier and I can access my APN settings.
