Can't fix the "Photos library is not yet available" issue

I'm on latest iOS 13 beta and Catalina beta 4, the error message "Photos library is not yet available" showed up when I sync photos to my iPhone XS max. Tried to fix the problem by setting "everyone: read and write" permission of the photo library file in finder, but no luck. Anyone else has experienced this issue?
 
I did with the Mojave and iOS 12 beta cycle. I think a subsequent release fixed it. Not much else I could do until then.
