Can't format external drive..

Have a Lacie 2TB rugged drive. Brand new, nothing on it.

Tried to reformat to Mac OS Journaled format in Disk Utility. All I get is fails -
'Unmounting Disk'
'Couldn't modify Partition Map'
'Operation Failed'

This happens on my 5K iMac and on my 2016 MacBook pro - both running High Sierra.

I now cannot run first aid on it, can't mount it, can't reformat to anything..

It now just shows up as disk11s1 in Disk Utility but doesn't register in Finder.

Any suggestions? I've had this with 2 USB flash drives in the last week as well..
