Can't fully load pages on Safari or Firefox on one account

I've got a real doozy of an issue. More accurately, my parents have a real doozy of an issue with their internet. On my account on our computer (2006 Mac Pro, 10.5), Safari 4 and Firefox are both correctly loading pages. On their account, Firefox and Safari 4 are both not loading pages.

I've tried disabling InputManagers, dumping caches, erasing the preferences file, the whole nine yards. It's also broken under the Guest account. Ideas?

It was a permissions issue. Repairing permissions solved my problem. I didn't realize that could be it until I realized that mine was the admin account.
