Can't get HDD drive to work with Time Machine

I have a 1TB HDD which works fine as a drive formatted as APFS or Mac OS extended journaled, but when I try to use it as a Time Machine drive, I get error messages and it unmounts the drive and erases it. This happened on two different M1 Macs running Monterey. I've never seen this before and wonder if it is a Monterey thing because it works fine on an older iMac running Mojave. Any idea what's going on?
