Can’t get into iCloud

When I try to loin to iCloud I get instructions how to setup iCloud. Something is missing because I can’t get to the iCloud page. I just keep getting the setup page again, again,

Is this screen in Settings or are you trying to get to iCloud via web browser/Safari? If web browser, yes, you do not get the login screen for iCloud on iOS devices: need to request the Desktop site (press-home the refresh icon in Safari).
