Can't Get Markup to Work in Mail

Hi.

When I add an attachment in Mail I don't get the box at the top-right of the image to use Markup.

Anyone else having this issue or why I'm not getting the box?

I'm experiencing the same issue with my Early 2011 MBP, Contacted Apple support who suggested to re-install Yosemite which didn't solve the issue!
weird thing is that I also have an early 2009 MP which doest suffer from that issue !

There seems to be a temporary sol that I found in Apple Support Forums which didn't work with me!
