Can't get past confirm settings

I had to replace a HDD in my G4 (yeah, I know) Xserve and after doing the install it gets to the confirm settings page, reboots and then goes back into the initial setup and requires I set up my account and put in the serial, etc.

I've tried zeroing out the disk and reinstalling and I get the same result. Any ideas?
