Can't get past Welcome screen

I have a G3 (Bondi Blue) Desktop computer which at one point had Tiger 10.4 as the operating system. I got a new computer so I wanted to erase everything on the G3, so I did a reinstall with it erasing everything at first. So after installing, it goes to the Welcome screen so you can set up the computer. United States is highlighted so I click "continue". The second page is "Do You Already Own a Mac?". On that page I select "Do not Transfer my Information", then I click "Continue". Sometimes it goes to the next page which is Keyboard Setup and sometimes it doesn't, it just locks there. If I do make it to the Keyboard Setup page, I can't advanced to the next page at all. This is as far as I can get. How can I get past the welcome screen?
