Yes, its active and paid for on my ATT account, has been and has worked since august, from iOS 4 to 5 b3-b7. Updated to iOS 5 GM earlier this week.
Reset network settings on both devices, set to forget both devices and re-paired.
They talk, PhotoSync can send photos over bluetooth.
When Personal Hotspot is off, it tosses up the normal error when trying to pair with lack of hotspot support.
But when all is on as should be, attempting to connect, just silently disconnects, no error, but no tethering either.
When WIFI is enables, iPad doesn't even see phone to attempt connection.
I don't think phone is properly broadcasting that it is a hotspot, even though setting is there and active.
Any ideas??
