Can't increase partition from mid 2013 MB Air

I walked through lots of tutorials and went through the process of deleting and un mounting one of my two partitions for my drive. I have two partitions, 100GB and 400GB. I want to delete the 400GB (old partition), which I think I did because I unmounted it. But now I want to increase the size of the 100GB partition, but I can't seem to do this! In disk utility I see the partition but I can't modify the size field from 100 -> 400.
I don't see any bubble dots to drag to increase the partition size!!!!!!

What's funny! is that when I take a snap shot and paste it here, I do see the bubble dots in the image, but not on my disk utility screen!!! WTF!!!!
