can't install 10.9.1 error (513)

So I've tried repairing permissions and verifying disk both using command r and logged in as admin.

I tried creating a new admin account and using it there.
I tried downloading the offline 10.9.1 update and it just reboots and doesn't install.

I am running 10.9 on a 2013 mba.
It has updated fine up until this point.

Any advice on what to do next, besides reinstalling all together?

*FIX* reinstalling the latest version of mavericks through the app store seem to have worked. It refreshed all system files and installed over top the existing version of mavericks and updated to 10.9.1
