I have 9.3 Public beta on my phone and the public beta profile on both the watch and phone but when I go to the watch app it says 2.1 is the latest.
 
Yes there is a public beta installed on the watch app.
There is a public beta for IOS, and now two dev betas for for IOS - but they never released a public beta for the watch. Only dev beta 1 and now dev beta 2. You would need the watch dev beta profile installed to get OS 2.2 beta 1 or 2

I'll reiterate what has been said multiple times; there is no watchOS public beta. 2.1 should be the latest, because installing the public beta profile does nothing and isn't meant to do anything. You need the developer beta profile, which you get when you're a paying developer.

Also, believe me, the last thing you want to do is install beta software on your watch when you're not a developer. If it bricks your watch, you've got no way of fixing it. It's not like iPhone where you can just restore from DFU; there is no DFU that we can access on the watch, so you'd have a nice looking paper weight if it goes wrong.
