Since 10.9.2 I can't install Windows on Bootcamp anymore. I create the partition, my Mac restarts and boot in Windows CD and after I get to the partition screen it won't let me format Bootcamp partition. What is wrong?

It says the partition is not NTSC

I suspect it says it's not NTFS (which it isn't - Bootcamp can't create NTFS partitions).
It should allow you to click on it and then select format though.

There is no advanced options, and when I try to format it I get a message that a partition can't be located or created. In years I never got any problem like it.

try this cancel the windows install, boot back into OSX, go to disk utility, click on the boot camp partition, delete the boot camp partition, add a new partition call it bootcamp and make it MSDOS(fat) format, once thats done restart mbp and boot off the windows dvd, now you should be able to format the MSDOS partition to NFST and continue the installation

Does this still make it an EFI install?

try this

restart boot camp assistant and remove/delete the non-working Windows partition

restart the machine and do a PRAM reset

open disk utility, select the HD and repair permissions twice ... you should only have 1 mac journaled partition

restart boot camp assistant
 
It only happens when trying to install Windows 8.1, so unfortunaly I had to go back to 7. :/
