I have a 2018 MacBook Air. Upon rebooting it after updating Big Sur it got stuck on a progress bar. I ended up wiping it after I used Target Disk Mode on it to a M1 MacBook Air.

When I hold down the alt/option key with Monterey connected to it via an external hard drive it recognizes the it but after selecting it immediately goes into Internet Recovery Mode. It eventually comes up with a -2003F error. The same happens when I hold down command+r. I get the same exact error regardless if I use wireless or a wired connection to the internet.

All I want to do is to re-install an OS. Any suggestions how this can be done is appreciated.

I would try using the Apple Configurator app on your 2018 Air and then try installing Monterey again.
Thank you, Apple_Robert. When I used Apple Configurator I haven't been able to get into DFU Mode but Apple Controller appears. Under Actions | Advanced I choose Revive but the Revive fails. I ends up with a no hard drive icon and underneath that it says support.apple.com/mac/startup

The issue stumped Apple Support. I will bring in the laptop to a local Apple store for repair.

Most - error codes I have encountered had to do with internet recovery using wifi.
