If I try to log into gmail.com in safari it just keeps reloading and looping. I tried it in chrome and I get a message saying that "your browser's cookie functionality is turned off", which is not the case.

Not sure what is going on here. I tried quitting both Safari and Chrome but the behaviour persists.

EDIT: I have trashed and reloaded Chrome and it it now OK. However even after quitting Chrome the problem persists in Safari, ie continuous looping.

Any clues?

Delete cookies and reset Safari. Settings -> Safari -> Clear Cookies and Data

Then go to Advanced (at bottom of screen), Website Data, and delete anything Google-related.

Reboot phone

Try gmail again.

Just my ideas. Not guaranteed to work but worth a shot.
