can't make finder windows active from dock

click any other application in the dock, and it brings it to the windows of that app into focus. do the same with finder, and the top bar switches to finder, but all the windows remain hidden under other apps.

this is really frustrating and productivity killing. is this happening to other people?

Have you tried to reproduce the issue in another user account?

just had a hard crash and now finder windows work as expected. still kinda bizarre that it just stops working at random.
