Can't migrate iPhoto 09 (8.1.2) to Photos library (Sierra)

MBP Mid 2010 (6.2)
iPhoto 09 (8.1.2)

Upgraded MBP to Sierra (10.12.6) and I am having trouble with getting iPhoto (8.1.2) to work with Photos. I don't have iPhoto 9.6.1 (never purchased it) so is there anyway to get my iPhoto library into Photos.

Doing some more research and it looks like I might be stuck and have to somehow manually move over all my pictures. Can anyone confirm or deny this?
