Can't MMS over wifi?

Is there a reason why MMS will only work on my iPhone if I have cellular data turned on?
I turn off cellular data to have wifi only and then I can't send pics.
Not big files, just pics taken with my 3GS.

Actually, you can send a MMS over Wifi (you can use email to send the MMS to a cellphone).

But, that's neither here nor there.

That's not an MMS then, that's emailing a photo. Just as iMessage is not SMS, even though it is a short message service.
