iPhone Can't move apps iOS 13.1.3

I just got my iPhone 7 back from Apple for a screen repair and it seems to be acting funky. I can't move apps on the homescreens but occasionally I can. Restrictions aren't set up. It's acting really weird. Yes I've restarted the phone. Didn't help. Running most recent version of iOS 13.1.3. Sometimes Setting app hangs too. Have to force restart the phone. Everything is a clean install & not too many other apps.

Is this just typical iOS 13 crap?
