Can't move apps on home screen

Ok this is weird. When I hold one of my app icons so they start jiggling, like I would do to delete one - I can't move any of them. I can't move them to another page, in fact I can't even turn pages. The app that I click on doesn't start jiggling either. it will be the only one not jiggling. This is weird...anyone else ever experience this - I have restarted atc. nothing fixes it. I think I'm headed to a full restore soon - my phone is acting all buggy lately. I downgraded to 3.1.3 after dabbling in 4.0 for a bit.

Disregard my previous post - I had recently installed "Lockdown Pro" which is a great app that password protects your apps, but I had turned on a setting in it "lock icon placement" - this apparently locks your apps in place so they cant be moved - DUH!
