Anytime I view a pdf file on a PC from the internet, I can choose to open it without saving it. With my macbook pro, I am only prompted to save it. Then I can open it. Is there any way to view/open a file frrom the web without having to save it first on a mac?

If you use Safari, you can view PDF files inside Safari without downloading them, but I guess (as in not know), that you use Firefox, Opera or Chrome or some other browser?

i use firefox.

Then clicking on a PDF file does not give you this dialog then?

My mistake, I meant to say I am having this issue with MS word documents.

Then you cannot do that on your Windows PC either. They must be downloaded to your computer and opened in a program that is able to read them.

Here is an example of what I see when I try to open a word document...

I guess you already looked here? It does not seem possible to view .docx files in Firefox under Mac OS X at the moment.
Maybe you just have to live with it or find something else.
