Cant pair apple watch to 11 Pro

The apple watch is blank. Has the globe pairing image. The 11 Pro is brand new.

When I open the watch app, a message pops up saying "Confirm on Apple Watch. Check your apple watch to confirm pairing and continue." Clicking Ok then start pairing says "Get connected. To set up, make sure connect to wifi etc"

I dont understand whats going on. Ive reset every device, but nothing works.
 
I had this issue. Unpair it to ur old phone, reboot the pro max and start over from scratch.
