Can't rate apps??

Well I have a problem I am trying to rate a couple of recently purchaased apps. The problem is I cannot rate or review them-every time I do I get a message "you must own this app in order to review it". I mean WTH?? I bought them both.

Is it possible that you downloaded those few apps under a different account username? I know that I actually have two different accounts authorized to my iPhone and occasionally I'll log in to the app store using my non-primary one.

If you used a promo code, you can't review the app. It's a change Apple made a little while ago.
