Can't reinstall Ventura

I have Ventura 13.6.1 installed on my m2 Pro Mini, and I was getting some Finder glitches and I decided to re-install. But in Recovery, I was told "the volume cannot be downgraded."

I tried to download 13.6.1 from the App Store but it would show me only 13.5.2.

I was on the horn with Apple Support all morning but they shrugged and said to upgrade to Sonoma. They were unable to tell me where I could get 13.6.1.

Download 13.6.1 from here:

then create a bootable memory stick with that installer:

Boot off of that, wipe the drive and install Ventura again.

EDIT: Having said this, why aren't you just doing Erase All content and Settings?
