Can't restore my iPhone 3GS

I recently tried to restore my iPhone to 4.3.2 but whenever I do it just get's stuck. The progress bar gets about 60% on the iPhone and stays there.

I tried using FixRecovery but I still have to restore afterwards and the same cycle starts again.

Checked the host files nothing related to apple.com. I don't understand the second question.

Updating to the iPad baseband is a way to unlock it.

What would unlocking achieve, would it get it out of the restoring?
