Perhaps I'm just a dinosaur, but my iPhone is my secondary camera. I still use a DSLR, and I don't process my images in Photos (I use Lightroom). If I want to send my shots to my iDevices, I usually just zipped them after processing, and emailed them to myself, opened the zipped files in Mail on whatever iDevice I wanted, and SAVED them to Photos. This option has been completely removed in iOS9!

WHY?

I'm given options to save as a pdf to iBooks (?), or even to copy to PS Express (which I can do, then save to Photos), but no single step 'save' solution. Am I just missing something? A setting?
