iPod touch Can't Scroll in certain frames in Safari

Looking for some help. Everytime I access my work web mail in Safari, 3 frames open up. One with a list of emails, other one with a preview pane. The list of emails only shows one or 2, with the other ones hidden. How do I scroll down the list. I can only get the entire frame to move, but not within the frame. Am I doing something wrong, or is this just the way it is. I noticed it on another webpage I was on where text was spilling over the edge, but I couldnt get it to slide to the right.

Use 2 fingers to scroll inside a box.

Tried that and it didn't work.

Hmm. I guess it has something to do with the site.
The 2 finger trick has always worked for me.
