Can't scroll in some websites in Safari

The most common website where I have found this issue is on Reddit, I can scroll perfectly fine everywhere except the messages page, I can't scroll that page with my trackpad. The same thing also happens with my online banking. I can scroll on my bank's website but as soon as I login to my "accounts" page I can't scroll.

However either of these cases, I can scroll the page just fine with arrow keys.

I tried clearing cache, history, cookies, everything in Safari but nothing changed. Any ideas?

See if you can replicate the problem using an external mouse - if you have no issue with the external mouse then there may be an issue with the track pad driver or secure page blocking track pad &/or external mouse from using that pages control.
