Can't scroll with 4s

I just picked up my 4s and I can't scroll with my finger. I have to double click, let's say the settings app to open it. I know there are more options in the General screen that shows but whe I try to scroll down nothing moves. And on top of that I have this annoying "Voice Over" that reads everything I touch on the screen. I have tried a restore but to no avail....Any ideas???
