iPad Can't see time or battery life while using safari?

Am I making this up in my head that I used to be able to see the time/battery life while surfing the web with safari?

It's iPad 3 (new iPad).

It also won't scroll all the way to the top of the page when I tap the "top".

Go back to your homescreen. Double click the home button. Hold your finger on the Safari-icon until it starts to 'wiggle' and a 'X'-icon shows up. Tap the 'X'-icon so the app closes. Open Safari again. Done.
