I made my Card and went to send it and I get error message.
I have about $90 in my account...I don't want to add my Credit Card to my Apple ID.

Is it basically saying I have to?

I think it still wants a credit card. What I suggest you do is get one of those gift card credit cards. The American Express ones are the overall best, no activation fees, no monthly deductions, and long expiration time. Then add that to your account. Once Apple is happy that it has a card, use the card to buy stuff, gas/food/clothes until its empty. Apple will take the money out of your iTunes balance and will still be happy you have a card on file.

Correct. But, its not always a good idea to use your credit card. If your iTunes account gets hacked, the hacker could charge up a big bill. That's why one of those gift card credit cards works best.
