As far as I can tell this has been happening for the past two days.

I can send and receive iMessages.

I can receive but not send sms.

send as SMS is checked (I tried to toggle it). Watched has been rebooted multiple times.

this is a series 3SS model although cellular isn't activated, nor has it been for around a year and a half.
 
The watch handles iMessage differently than from SMS which makes for some tricky situation.

Have a look at this article, see if it helps.
Unfortunately this doesn't seem to be helpful. To be clear I do have a series 3 stainless but I am not using cellular and so my phone is always powered on at all times connected with Bluetooth (or WiFi but my phone is almost always on my person, and definitely has been while I've had issues). I just recently got over the air OS updates for both the watch and the phone and the problem persists.

I actually just tried one after I typed this, watch on my wrist, phone in hand. No dice.

I can send SMS from both my Series 3 and Series 5 just fine. But my 5 tends to not be capable of noise cancelling so if a TV or radio (or any noise) is playing it won't do jack. It won't dictate and most of the time it just returns to the watch face after doing some sort of double-vibration feedback. My Series 3 works in any and all conditions (yet they left the Noise app out anyway).

Does your dictation fail also? just sit there at the waveform without any words appearing on the screen?

I haven't noticed any dictation issues. However, just today, sms is sending fine. Unsure what changed, if anything. This one was a real head scratcher.
 
I often get either it booting me back to the watch face after the command appears on the screen making me say the same command multiple times before it eventually succeeds, or Siri prints out the text, says "OK I'll send this:" then says right after "Uh Oh! I Lost the connection! Let me try again" and it then sends immediately. Never been able to figure out what the conditions are that cause that, as I have decent wifi/LTE coverage, the iPhone is in my pocket, and it definitely heard me.

These issues only plague my Series 5, not my Series 3. I have just accepted it as a Series 5 bug. Now, if I completely disable Wifi on my Series 5, this issue goes away, pointing to some type of handoff between wifi to bluetooth and vice versa causing a connection problem intermittently. Only cost is I lose the ability to unlock my Mac with my watch.
