iPad Can’t send text messages?

it seems I can’t send any text messages via Messages to people not in the Apple system since upgrading to IOS 11.03. They come up as red not green and won’t send. Anyone found any solutions to this?

try resetting network settings? I have no issues on 11.1 beta 2.
