Can't Set up Family Sharing

When I try to set up Family Sharing on iOS 8, it says

"Adult Family Member Required.
Only an adult with a valid iTunes & Apple Store payment method can set up Family sharing. Ask a Parent to set up Family Sharing from iCloud settings"​

I am an adult, with a valid payment method, any help?

Go into iTunes and make sure you CSV number is entered in you're a account and setup Family from iCloud in System Preferences on your Mac. Hope this helps/works.

On your mac, go to System Preferences, then click on iCloud, then click on Setup Family on the left of the window. I this isn't there yet you'll have to do as I first said with the CSV in iTunes on the mac then set it up via your iPhone. I forget I'm running Yosemite so it may not be on your mac, sorry.
