Can't shut off Find My iPhone on an iPhone 5

Getting ready to wipe my old device to give to another family member, and cannot shut off Find My iPhone. With the new security measures you must do this to be allowed to wipe the device. Of course to do so requires my password, which I'm entering. But then I keep getting the message "Verification Failed-The request timed out". Have tried it probably 10 times.

Is this due to the Apple servers being overwhelmed?
