iPhone 14 Pro Can't sign into iCloud, transfer data keeps failing

Is this a normal problem with a brand new iPhone at launch?

the 'it just works' Apple doesn't match the frustration of continuously trying to connect to iCloud and Apple servers, when all I want to do is transfer my wife's iphone 13 data onto her new 14 Pro.

Is this because everyone in the world is currently trying to access Apple servers?

Just ran into this 3x. Have to update 14 Pro to 16.0.1 (which shows as 16.0...)
it's version 20A371 vs 20A362.
