Can't Stream this ASF file. Please help.

Here is the code for this ASX file that I'm trying to to stream. VLC says it's 403 forbidden. I tried WMP and doesn't work either. However, it does play on WMP if I copy and paste the individual URL in the code into the player to be opened. What's the deal?
