This has nothing to do with iTunes videos synced with the iPad.

For apps like CNN, ABC, Fox Sports, ESPN that offer live streaming of their various networks, captions are on by defaults and can not be turn off across all apps on my iPad. According to the apps themselves, the [CC] option is OFF. Turning it on just adds a SECOND layer of closed captioning at the bottom.

The same apps do not have the problem on my iPhone.

Accessibility settings do not have captions on.
General video settings also do not have captions on.

Why am I seeing captions on all live video on my iPad? How can I turn them off?

I'm using airplay to stream the Super Bowl. If I turn it off in the app, it still stays on. I had to go in the accessibilities settings in the Apple TV settings and turn it off there, then it worked.
