I can't turn off my iPhone battery percentage. (iPhone 4S 6.1.3 [used to be jailbroken]) I go to Setting < General < Usage and switch Battery Percentage to off. I check my status bar and it is still there. How can I fix this?

Did you restore from a backup when it was jailbroken, using a tweak to enable the %. That's probably what's going on.

Restart phone, if that doesn't work, reset all settings, if that doesn't work, hard reset. Last, if all that doesn't work backup and restore to factory.
