Can't turn on ICloud backup.

Have a new IPadMini 4. I have had it since Christmas. When I checked in settings- Icloud--Backup? It showed it has never backup to ICloud. When I try to slide the switch to enable backup the error message reads " There was a problem enabling ICLoud Backup". I have powered the IPad off and turned on again but keep getting this message. If it helps our older IPad had this ICloud account and it showed the last time it was backed up was 12/28/15. What do I need to do?
 
Is this one on a family shared ICloud? If so it will show up on the "organizer" iCloud when it was backed up.
Or if it's under another ICloud acct, it would show on that cloud Id.
