Can't Turn on iCloud Music Library

Attempting to turn on my iCloud Music Library so I can't sync music to my iCloud account from my mac. There is no option to check the box for "iCloud Music Library" as shown on the link below. That option just doesn't exist and I have the most current version of iTunes.
