Can’t type to Siri from Lock Screen?!

Running latest iOS. I just tried to double-tap the lock bar on my Lock Screen to type to Siri. All the bar does is flash a glow at me.

This action works everywhere else in the OS to type to Siri. Just not on the Lock Screen. And yes, I have Siri-while-locked enabled.

This seems like a huge oversight if intended, or a bad bug if not.

Is anyone able to type to Siri from their Lock Screen via the double-tap mechanic?

This suggests it's supposed to be possible: https://support.apple.com/guide/iphone/use-apple-intelligence-with-siri-iph17bafe0f6/ios (see the video at the top).

That said, I just tried it and it didn't work at first, but then I opened Settings / Apple Intelligence & Siri and verified that type to Siri was turned on - it was - then tested again and it worked fine after many tests.

No matter what, it doesn’t work for me either on the Lock Screen or when I pull down Notifications e.g. while on the Home Screen.
