All Devices Can't update apps/ install previously purchased apps, music, movies etc.

Hi,

I ran into a problem yesterday out of the blue and wondering if anyone else is experiencing or has experienced this. I don't know if it is as a result of ios 13 Beta or not. I am running Ipad OS 13 on my Ipad and Apple Tv. My other devices are on IOS 12.

Out of the blue yesterday, I was unable to update apps, download previous purchased apps/movies etc.. It seems to be associated with my apple ID. I can purchase new apps, but as long as there is a cloud with arrow symbol on the app I cannot download it. Basically nothing happens. This is occuring on every device logged into my icloud account for the app store. I can do a work around by logging into another icloud account within app store and I can update the apps on my IOS 12 devices. Doesn't work on my IOS 13 device though. I have to delete the app, log into a family shared account and I can download it again choosing purchases from my main icloud.

I have escalated to apple and it is now with an engineer.
