I can update apps one at a time until it gets to the last app. And the update all button doesn't work. I signed out of my account and sighned back in and I also restarted it. Neither of those options work.

Try deauthorizing your computer in iTunes and then authorize the computer. Then shut down iTunes and open again, check for updates and update.
