My brother in law reached out to me for some help and I'm stumped. He is about to upgrade from his iPhone X and has a little over 25gb of older photos from a different device (possibly a dedicated camera) that won't upload to icloud or Google photos. I've never heard of this problem and so far haven't found any reference to this issue. Anyone have any ideas?

This is in the Photos app I assume?
How do you know they didn’t upload? By chance are they in a dedicated album that iOS created?

Yes the photos app. Not sure if they are in a dedicated album. He's coming up for Thanksgiving so I'll be able to do some hands on troubleshooting then. So far he's only tried directly uploading from the phone. He only has access to a Linux machine with a Windows emulator running itunes. He's hoping if he takes it to an apple store they'll be able to hook the phone up to a Mac and get everything uploaded through itunes.
As a backup I've found external storage options from SanDisk.
