Can't use 5th icon row on home screen?

I preformed a restore from itunes of my iphone4 to my new 5 and for some reason I cannot use the 5th row of icons on the home screen.

It works fine on the 2nd,3rd etc pages but not on the first page (homescreen)

Anybody else had this issue and got a fix?
