See the two attached screenshots. My macOS is in Swedish, but I hope you understand the point.
Finder has shortcuts for going back and forward (Menu bar → Go → Back/Forward). I think the default shortcuts in English is ⌘[ and ⌘]?
In Swedish "Back" is "Tillbaka", and "Forward" is "Framåt". You can see that I changed these shortcuts in System Preferences to be ⌘← and ⌘→. However, Finder added a shift key to the shortcuts.

Do you know why? As far as I know ⌘← and ⌘→ aren't used for anything, and I tried typing them before I made the change and nothing happened. So why don't Finder let me use them?

your OS is in Swedish. you don't mention it explicitly so i don't know however if your keyboard is a Finnish/Swedish layout. but i assume you are using a Finnish/Swedish layout keyboard.

as you are probably aware, on non US English apple keyboards, keyboard combinations frequently are different from US English keyboards.
i have come across (on my apple Japanese layout keyboard) that i can not set certain keyboard combinations, even though, they don't appear to be in use as a keyboard shortcut on my Japanese OS/Japanese layout keyboard.

i have a "reverse" kind of example i encountered recently.
ClamXAV (a malware detection app) has set some keyboard combinations on my system that i know are reserved when on a US keyboard layout (i know this because i often make a mistake in typing that combination learned from the days when i used a US keyboard layout).
so i extrapolate from that that apple itself probably reserves some key combinations that can not be used by either user-setting or other non-apple app keyboard combinations. maybe to avoid some potential conflicts to make apple's keyboards / OS command level less prone to problems.
but that's only my layman's perspective.
