Can'T use Do not distrub

Configured Do no disturb on my Iphone 4s

Allow call from No one
Disabled the option that if someone calls 2 times in 3minute it will let him pass
And bang People can still call my phone and it still rings

Are you using the phone when these calls are coming in? Do not disturb does not work unless the phone is locked.
