iPhone 6(S)/Plus Can't use phone app on my iPhone 6 after turning on Voicemail

If I tap on the phone app, it's just blank. I can receive calls and texts, but can't call from this phone.
 
i tapped on the phone app again just today and noticed that it's working again but it doensn't have voicemail like before.
